Serving as the HR Director at Escambia County BCC, Crystal plays a major role in cultivating County policies and procedures and aiding in countywide training and development efforts. With her dedication and commitment to this role, she will help Escambia County BCC improve recruitment and retention efforts as well as aide in the development of a positive work environment across the county.

Prior to her current role at Escambia County BCC, Crystal worked as the first HR Director at Steuben County Government, helping 30 departments with employee relations issues, classification and compensation updates and development of Standard Operating Procedures. Also, as the Benefits Program Administrator, she worked in conjunction with USI Insurance Services and County Commissioners to help improve county benefits. Crystal also served as the Safety Chairman for the County Safety Committee where she led the team’s efforts in becoming recognized by the State’s OSHA program for providing exceptional safety and health excellence. Before joining private and county HR industries, she served as a Hospital Corpsman in the United States Navy for five years and obtained her B.S. in Biomedical Science with a minor in Psychology from the University of North Florida.

Tina Martin joined the Escambia County Human Resources Department in 2006. She worked in the Employment section for two years and then moved into the Employee Benefits section in 2008. Her areas of responsibility include administration of the $20 million health and dental insurance programs and the administration of COBRA. Prior to her employment with Escambia County, Tina attended Pensacola State College and worked for over 25 years in the human resources field, holding various positions in employment and payroll supervision.

Meke Posey

Meke is an Air Force veteran with a Master’s Degree in management/human resources and Bachelor’s and Associate’s Degrees in social psychology. She has over 15 years of experience in the human resources field. Looking for a creative way to gain more human resources experience, she began volunteering at the Escambia County and Santa Rosa County Human Resources Departments as an intern. Later that year, she was hired on as an Office Assistant in the Escambia County Human Resources Department as a temporary employee. In 2005, she became a full-time employee as an Office Assistant and then was promoted to Incentive Award Manager. Throughout her 10-year tenure with Escambia County, she has assisted/overseen various county/Human Resources projects and committees. She has worked in or assisted in every section within the Human Resources Department and with other departments/agencies within Escambia County. She is an aspiring artist, charity supporter/volunteer and a believer in encouraging others to see their full potential.

Janice Floyd

Janice has worked in the Human Resources Department since 2006. She worked in the Records section and then shortly thereafter moved into the Employment section. Her areas of responsibility include overseeing the Employment section, conducting recruitments for unclassified positions and functioning as the NeoGov administrator and temporary contract manager. Prior to her employment with Escambia County, Janice served in the United States Army and worked in marketing and public relations for over 10 years.

Jenny joined the Escambia County Human Resources Department in 2002.  She worked in the Employee Benefits section for over 16 years, and then moved into the Classification and Compensation section in 2018.  She is responsible for designing and administering classification and compensation plans, along with conducting job analyses, developing job descriptions and participating in wage surveys.  She holds a Bachelor’s Degree in Psychology and a Master’s Degree in Counseling Psychology.

Ed began his employment in the Employee Relations Division in October, 2014.  His primary areas of responsibility are investigating employee complaints related to unlawful workplace harassment, disciplinary actions and coordinating employee Family Medical Leave requests.  Ed holds a Bachelor’s Degree from Columbia College.
