Escambia County’s Homeowner Repair Programs advance the Neighborhood & Human Services Department’s commitment to safe, stable, and resilient neighborhoods by helping eligible homeowners preserve and improve their homes.
Assistance may include substantial structural work and the repair or reconstruction of major housing components that extend beyond routine maintenance or minor rehabilitation. Through this investment, Escambia County seeks to protect residents, preserve existing affordable housing, and support the long-term vitality of communities throughout the County.
Due to funding limitations, the only applications currently being accepted are for Sewer Connection Assistance.

The programs are designed to assist qualified very low- and low-income households with code-related repairs and serious housing conditions that, if left unaddressed, could threaten the health and safety of the occupants.
Use the online registration link to provide your contact information and basic details about your household, property and repairs needs.
NED staff will review registrations and contact households as program funding and capacity become available. Registration does not guarantee assistance or establish program eligibility.
When contacted, you will be asked to complete a formal application and provide documentation needed to verify household income, property ownership and other program requirements.
A County representative will inspect the home to identify code-related deficiencies, health and safety concerns, and the extent of repairs needed.
NED will review the application, supporting documents, inspection results, available funding, and program requirements. You will be notified in writing whether your application has been approved or denied.
After approval and completion of all required pre-construction steps, the County will coordinate the repair process, including the scope of work, contractor selection, required agreements, and construction activities.
Please note: Applications are processed on a first-come, first-served basis while funds are available. Submission of an application does not guarantee assistance. Funding is not reserved or committed until the applicant, property, and financing have been reviewed and formally approved by Escambia County.
Use this time to gather all your documents and address any property related issues that could delay or prevent your application from moving forward.
The property must be your primary, owner-occupied residence, with an active Homestead Exemption on file. If you have not established your exemption, contact the Escambia County Property Appraiser’s Office as soon as possible. The exemption must remain active throughout the application and repair process.
Ownership of the property must be clearly established. If the home was inherited, remains titled in the name of a deceased relative, or has unresolved deed, probate, or title issues, contact legal aid or a qualified attorney to begin resolving them. Properties with unresolved ownership or title issues cannot receive assistance.
Confirm that there are no outstanding obligations associated with the property, including code enforcement liens, fire liens, judgments, or delinquent property taxes. These items must be fully paid, released, or otherwise resolved before the application can be processed.
Continue making all required mortgage and property tax payments while you are on the inquiry list and throughout the application and repair process. Delinquent payments may affect your eligibility for assistance.
Escambia County uses funding from the Community Development Block Grant, or CDBG, program to provide financial assistance for income-eligible households for sewer connections and septic tank abatements.
Assistance is provided in the form of a two-year deferred-payment loan.
The loan will be forgiven at the end of two years provided the owner has remained the primary resident of the property.
