The primary purpose of the LMS Group is to establish an ongoing process that will make hazard mitigation part of the daily routine for the entire community. To look beyond one fiscal year, one political term, and take a proactive approach to mitigation and the education of the benefits of mitigation long term. The LMS process had the County assess its vulnerabilities to all types of hazards, identify a comprehensive list of goals, objectives, plans, programs and projects in an effort to decrease or eliminate the effects of those vulnerabilities and then prioritized the implementation of those initiatives. A secondary purpose of the LMS is to satisfy the minimum Federal Emergency Management Agency Region IV local mitigation plan standards of acceptability to remain eligible for Federal and state disaster and non-disaster mitigation funding opportunities. The LMS Plan must be in accordance with the Disaster Mitigation Act of 2000 and must be updated every five years to remain compliant.
In Escambia County the LMS Group is a multi-jurisdictional voluntary organization made up of governmental, private and public organizations, for-profit and not-for profit organizations. LMS members serve on the board for a two-year term.
