The National Flood Insurance Program's Community Rating System was implemented in 1990 as a program for recognizing and encouraging community floodplain management activities that exceed the minimum NFIP standards. A points system is used to create the class structure. Ratings from class 10 (lowest) to class 1 (highest) are possible within CRS. Each class represents 500 points. The point system program reduces flood insurance premiums for the citizens of Escambia County. Escambia County's current rating is 6.
Purpose and Scope
CRS has three goals: reduce flood losses, facilitate accurate insurance ratings and promote awareness of flood insurance.
To accomplish these goals, a comprehensive list of possible activities was established. Points are awarded to the community for documented action, regulations or plans that correlate with the 18 activities that comprise the four main areas of emphasis, which are:
- Public Information Activities
- Mapping and Regulatory Activities
- Flood Damage Reduction Activities
- Flood Preparedness Activities

Note: The Santa Rosa Island Authority and the city of Pensacola participate in the Community Rating System independently of unincorporated Escambia County.
Each year, unincorporated Escambia County must re-certify or re-verify that we continue to perform the activities that are being credited by the CRS.
