A Stormwater Advisory Team was established by the Board of County Commissioners in its regular meeting on September 25, 2014 under Resolution Number R2014-110. The term was effective from October 2014 until August 2015.
The purpose of the Team was to assist County staff in identifying conditions associated with the April 2014 flooding event and to comment on the staff's recommendations prior to their presentation to the Board for its review.
Seven members made up the Team with one at-large civilian
representative appointed by each of the County Commissioners and two civilian
representatives appointed by the City of Pensacola.

The principal county staff to the SWAT team was Joy Blackmon, P.E.
