The Storm Water Advisory Team was established by the Board of County Commissioners in its regular meeting on September 25, 2014 under Resolution Number R2014-110.

The purpose of the Team is to assist the County staff in identifying conditions associated with the April 2014 flooding event and to comment on the staff's recommendations prior to their presentation to the Board for its review.

The Team consists of seven members with one at-large civilian representative appointed by each of the County Commissioners and two civilian representatives appointed by the City of Pensacola. The term of the appointees will be effective from the appointment date (10/9/2014) until the recommendations are completed as determined by the Board.

The members are:

  • Nathan White appointed by District 1
  • Glenn Niblock appointed by District 2
  • Mary Gutierrez appointed by District 3
  • Garrett Walton appointed by District 4
  • John E. Cheney appointed by District 5
  • Dr. Elizabeth D. Benchley appointed by the City of Pensacola
  • Phil Turner appointed by the City of Pensacola

The principal county staff to the SWAT team is Joy Blackmon, P.E.
