Escambia County is pleased to announce Crystal Dadura was promoted to the position of Human Resources Director. The promotion was included as a recommendation to the board on Oct. 14, 2021, which passed unanimously. Responsibilities include enforcing the county's human resources policies, labor agreements, and applicable state and federal laws; coordinating employee relations, benefits and administration, employment and recruiting, policy development and records management; and performing duties of the Americans with Disabilities Act as Amended Coordinator and the County Ethics Officer.
Dadura became the Escambia County Human Resources Manager on Feb. 1, 2021. She assumed the role of Interim Department Director for Human Resources on July 8, 2021, and was promoted to Human Resources Director on Oct. 6, 2021.
Interim County Administrator Wes Moreno said, "Crystal is an excellent fit for the director position. She has been phenomenal in this role in working with our staff, the union negotiations and creating a rapport with other department directors. I'm excited that she has accepted this role and look forward to continuing to work with her."
Dadura plays a major role in cultivating county policies and procedures and aiding in countywide training and development efforts. With her dedication and commitment to this role, she will help Escambia County improve recruitment and retention efforts as well as aid in the development of a positive work environment across the county.

Prior to her current role at Escambia County, Dadura worked as the first HR Director at Steuben County Government, helping 30 departments with employee relations issues, classification and compensation updates and development of Standard Operating Procedures. Also, as the Benefits Program Administrator, she worked in conjunction with USI Insurance Services and County Commissioners to help improve county benefits.
Dadura also served as the Safety Chairman for the County Safety Committee where she led the team’s efforts in becoming recognized by the State’s OSHA program for providing exceptional safety and health excellence.
Before joining private and county human resources industries, she served as a Hospital Corpsman in the United States Navy for five years and obtained her bachelor's of science in biomedical science with a minor in psychology from the University of North Florida.
