Emergency Communications

Mission Statement


The Emergency Communications Division provides the critical link between Emergency Management, Escambia County EMS, Escambia County Fire Rescue, law enforcement services and the citizens who call for emergency assistance. The 911 emergency communications center, or ECC, processes over 200,000 emergency calls a year. Additionally, the ECC dispatches approximately 50,000 medical calls and 20,000 fire calls annually. All ECC employees are certified by the State of Florida, the Nationally Academy of Emergency Medical Dispatch and the National Academy of Emergency Fire Dispatch.

FY 2015-2016 Accomplishments

  • Emergency and Non-emergency Telephone Call Volume:
    • Answered and processed a total of 363,944 calls; 208,292 emergency calls and 155,652 non-emergency
  • Dispatched Calls for Service:
    • EMS - 61,980
    • Fire - 14,317
  • ECC Call Takers:
    • Instructed callers through providing Cardiopulmonary Resuscitation, or CPR, 489 times for confirmed cardiac arrests
    • Guided callers through Heimlich maneuver instructions 109 times.
    • Processed and coordinated 1,198 Motor Vehicle Accidents
    • Processed and coordinated 593 Structure Fire responses
    • Processed and coordinated 113 Tornado Touchdown emergency calls in a one hour period on February 23.
    • Provided callers childbirth instructions that resulted in the successful delivery of four newborns.
  • Training:
    • Dispatchers completed over 1,000 hours of continuing dispatch education
    • 17 personnel completed Emergency Medical Dispatch and Emergency Fire Dispatch certification renewal
    • All personnel renewed Florida Department of Health training certification
    • 3 new employees achieved DOH certification through our “in-house” training program
  • Miscellaneous:
    • Added two new tactical radio channels
      • Developed new procedures for EMS and Fire to respond on the same radio channels for joint operations during escalating incidents. This has streamlined operations and ensures that communication processes remain effective.
    • The ECC entered into an Inter-Local Agreement between Santa Rosa County, city of Pensacola and city of Gulf Breeze. The agreement allows all parties to share the resources of Escambia County’s radio system.This accommodates seamless patching of disparate radio frequencies that all responders share for direct communications during joint operations.
