OLF - Land Swap

This project was a land exchange agreement between the US Navy and Escambia County for the purpose of acquiring Navy Outlying Field-8 (NOLF) for future development. Escambia County developed a new NOLF in Santa Rosa County in exchange for the existing NOLF off of Nine Mile Road. In November of 2015 the National Defense Authorization Act authorized the US Navy to enter into negations with Escambia County for the exchange of land.

NOLF - Phase I:

  • Mutual Escambia County and the US Navy Land Exchange Agreement (LEA) Final Draft signed June 2016
  • Environmental Condition of Property Assessment for NOLF-8:Final 
  • NOLF - Phase 1: Included clearing and grubbing, fencing, grading and grassing of the site in Santa Rosa County.
    • Construction Complete. Areas with low grass density were addressed.  
  • NOLF- Phase 2: 
    Included construction of entrance roadway, runways, heli-pads, buildings, observation tower and refueling station.
    • The US Navy conveyed to Escambia County the specific requirements for the proposed outlying field.
    • Designs were drafted in accordance with the Navy's minimum requirements.
