HMGP: Hurricane Sally - Bristol Park, Bristol Creek, Ashbury Hills and Eleven Mile Creek Stormwater Master Plan - Hazard Mitigation Grant Program Submissions

Bristol Park - Bristol Creek - Ashbury Hills

The property owners along Eleven Mile Creek have experienced repetitive flooding, including homes outside the FIRM Flood Zone AE /100-Year Flood Plain. Over 160 homes flooded during the April 2014 rainstorm. Most recently, during Hurricane Sally, 70+ homes were flooded based upon a "windshield" survey. 

A public meeting was held Monday, January 11, 2021, at 3740 Stefani Road, in the 4-H Youth Center Building, for property owners interested in the HMGP application process. A second meeting was held March 19, 2021, on site at Bristol Park as an update at the residents' request.

Escambia County submitted an application to the Florida Department of Emergency Management (FDEM) through the Hazard Mitigation Grant Program (HMGP) process. The intent is for the grant provided funding to purchase properties located in the Special Flood Hazard Area to remove structures within the 100-Year Flood Plain, as needed for future floodplain stream restoration.

The previous (2014) HMGP grant was the beginning of a much larger scale project. Currently under review for RESTORE funds is a project that will increase flood plain storage along the creek and reduce the flood stage elevation of the creek. Wetland restoration, wetland management and preservation are the key focal points of the RESTORE project and will improve stream and wetland flood plain habitat.

Eleven Mile Creek Stormwater Master Plan includes the proposed stream restoration and several regional stormwater management ponds to reduce flood stage along the creek.  One of these ponds, located on West Roberts Road, is currently in the Construction phase. This project is designed to help reduce flood stages in 11 Mile Creek. 

RESTORE Funding for Stream Restoration Design has been received and the project design began in August 2021.   • FDEM/HMGP (Hurricane Sally Event): FEMA's Notice of Funding Opportunity associated with Hurricane Sally issued May 10, 2021.  Escambia County grant application for acquisition/demolition submitted August 13, 2021. 
  • Three separate Public Notices were posted on the Escambia County website in March 2022 for public comment.  Public Notices are attached in the link below.
  • Public Meeting held at Central Office Complex, 3363 West Park Place, Pensacola, FL 32505 at 3:00 pm on 4/12/23; and at 10:00 am on 4/13/23 for Rebuild Florida Voluntary Home Buyout Grant.
