The promotion was included as a recommendation to the board at the April 22 BCC meeting. Her duties as Purchasing Director include overseeing the county’s procurement program, developing purchasing policies and procedures, and implementing a long-term strategy for efficient purchasing programs.
Stevens’ career with Escambia County began in May 2022 as Senior Purchasing Coordinator, where she brought a decade of expertise in logistics, procurement and supply chain management. Shortly after joining, she was promoted to Purchasing Manager and assumed the role of Interim Purchasing Director in October 2023. Before joining Escambia County, Stevens was the Procurement Officer for the Santa Rosa County Board of County Commissioners from November 2020 to May 2022.
"I am honored to be trusted with the role of Purchasing Director," said Stevens. "Along with my team in Purchasing, we will strive to ensure that the citizens of Escambia County receive the best value for their tax dollars while ensuring the needs of the county are fulfilled."
As Interim Purchasing Director, Stevens provided recommendations for department requests for procurement of goods and services, managed the county’s vendor recruiting program and database, and coordinated the Purchasing Department’s outreach efforts to the public. She managed the department’s strategic procurement process and provided professional procurement guidance to agencies, demonstrating expertise in county ordinances, state statutes, federal laws and grant-specific requirements. Stevens also worked closely with community partners, including the Gulf Coast Minority Chamber of Commerce and the Small Business Development Center, to host vendor recruiting events and promote county solicitations.
Stevens was instrumental in transitioning to the county’s purchasing software, OpenGov, working with her staff to launch the software in an expedited timeline. She was responsible for training Purchasing staff and county departments on OpenGov functions, and was able to condense training from six months to four weeks. Under her leadership, Escambia County’s Purchasing Department has processed 1,705 purchase orders and 67 solicitations since October 2023, increasing the number of projects completed for citizens.
As she steps into the permanent director role, Stevens is focused on increasing the county’s vendor registry list through community outreach efforts. She will continue to work with county leadership to develop strategic plans for Escambia County’s purchasing processes and serve as public procurement advisor and technical expert to county departments and administration.

With over $100 million in county projects completed last year, I’m excited to see where we go from here. I’m very proud of Lyndsey and her strong work ethic and commitment to excellence.”
