Escambia County EMS Fully Integrates to ALS 360

On June 16, 2022, the Escambia County Board of County Commissioners and Emergency Medical Services signed an agreement with the medical technologies corporation, Stryker, for the ALS 360 program.

Stryker ALS 360 is a 10-year program that supplies Escambia County EMS with a variety of brand-new medical equipment at the beginning of the contract. The program includes a one-time, no-cost "tech refresh" upgrade of equipment after five years. 

The Stryker ALS 360 program is a 109-month term agreement costing $12,228,990. Over the next nine years, Escambia County will pay an annual cost of $1,222,899. During the tenth and final year, the county will pay the remaining balance of $478,948.07. 

Additionally, ALS 360's cost will never increase during the 10-year period. On average, medical equipment costs rise over a 10-year period, meaning Escambia County EMS would pay more for equipment if they were to purchase them on an as-needed basis.

The cost savings is currently $2,486,860 with current pricing and estimated escalations for the non-ALS 360 purchases over the 10-year period.

"The ALS 360 program allows EMS to replace large quantities of essential high-cost medical equipment, such as cardiac monitors, stretchers, stair chairs, AEDs and automated CPR devices all at once without having to pay for it all upfront," said EMS Chief David Torsell. "Additionally, EMS is not taxpayer-funded, meaning we generate our own funding. To ensure fiscal responsibility over the life of the contract, the ALS 360 purchase plan versus purchasing two separate sets of equipment outright for the same length of time saves EMS approximately $2,486,860."

• Stryker Stair Chairs (37 total)
• Lifepak 1000 AEDs (71 total)
• Lifepak CR2 AEDs (68 total)
• Hands-free CPR LUCAS Compression Devices (50 total)
• Lifepak 15 cardiac monitors (52 total)

Another perk about Stryker ALS 360 is the cost of regular maintenance is covered under the contract, which ensures EMS will always have functioning equipment. Also, any new technology or model changes of a particular piece of equipment will be issued to EMS at no additional cost.

"Having an all-in-one program like ALS 360 allows for future planning, future growth, and provides operational efficiency with oversight of equipment," said Torsell. "I'm excited to roll out this program and provide the citizens of Escambia County a stronger service with the best life-saving equipment possible."

Escambia County Emergency Medical Services, a division of the Escambia County Department of Public Safety, is a provider of critical care, advanced life support, basic life support and bariatric transports. EMS provides these services to the over 300,000 residents of Escambia County.
