Escambia County is pleased to announce Jeffrey Lovingood as the county’s Purchasing Director. The promotion was included as a recommendation to the board on the Thursday, Sept. 22, BCC meeting, which passed unanimously. His responsibilities as the Purchasing Director include overseeing the county’s procurement program, developing purchasing policies and procedures, and implementing a long-term strategy for efficient purchasing programs.
Lovingood brings more than two decades of management experience to Escambia County. He joined the Purchasing department in 2017 and assumed the role of Deputy Purchasing Manager in February 2022. As the Deputy Purchasing Manager, Lovingood managed daily operations for the department and implemented procurement strategies for the county. He worked alongside departments to ensure the solicitation process met all bid requirements to allow for projects to be completed in a timely manner. Lovingood also made recommendations to the board for all procurement policies and procedures along with strategic procurement plans for the purchase of goods, supplies and services that provide the best value to the county.
“I want to thank county administration for taking a chance on me,” said Lovingood. “I’m proud of what we’ve been able to achieve in a short period of time. We have a great team here, not just in Purchasing but throughout the whole county, and I’m happy and humbled to be a part of it. There is a lot more we want to accomplish in the future, and I can’t wait to get started.”
In the permanent director role, Lovingood says he is eager to continue to increase the number of bids for procurement and grow the county’s preferred vendor list. He is actively looking for ways to connect with the business community in Escambia County to complete projects that serve the citizens. Lovingood credits his Purchasing team and the support of staff and the board for helping the department succeed.
“I’m thrilled with the work Jeffrey has done with our Purchasing department,” said County Administrator Wes Moreno. “In the short time he has been Deputy Purchasing Manager, Jeffrey has greatly increased the number of bids put out for procurement, allowing projects to be completed much quicker and more efficiently. I’m excited he has accepted the director role and I look forward to his continued success.”
