Escambia County is pleased to welcome Stephan Hall as the Finance Director for the Office of Management and Budget. The board confirmed this hire during the BCC meeting on Thursday, Jan. 6, 2022.
Hall’s first day on the job with Escambia County was Monday, Jan. 24. He is a graduate of the University of West Florida and holds a Bachelor of Science in Business Management. Hall has over 19 years of experience in local government, having begun his career with Escambia County as a Budget Analyst in 2002. After five years, he was promoted to Budget Manager. 10 years later, Hall assumed the role of Interim Finance Director. As Interim Finance Director, Hall was responsible for the overall financial health of the Escambia County government. He oversaw the financial management of over 41 separate funds totaling approximately $850 million and increased total available reserves from 8% to over 12% within a six-year timeline. He has in-depth knowledge of county expenditures, including discretionary spending and the Local Option Sales Tax (LOST) funds. In May 2020, Hall joined the City of Pensacola as the Budget Manager in the Finance Department.
“I started my career in finance with Escambia County, and I’m happy to see it come full circle,” says Hall. “There really is nowhere else like Escambia County. I’m fortunate to live and work here. I’m looking forward to returning to the county’s management and budget office and hitting the ground running. It’s going to be a great year.”
In his role as Finance Director, Hall has already outlined his top three priorities for the department. Through establishing a proficient and functional budget office, he aims to set in place accurate budgeting and financial practices to ensure operational and financial efficiencies are realized and made available. Next, under Hall’s leadership, the department will keep a current and accurate master plan for LOST funds so information can be readily available for the board, constitutional officers and county departments. Finally, Hall plans to implement an appropriate succession plan to maintain operational continuity within the department.
During his time with Escambia County, Hall was the recipient of the coveted Governor’s Finance Officers Association (GFOA) Budget Award for 17 years of service with the county and 17 years with successful annual Florida Department of Revenue TRIM Compliance Letters, with no violations in association with annual property tax revenues. Hall is a member of the GFOA in addition to the Florida Governor’s Finance Officers Association (FGFOA).
