District 2 Community Meeting Addresses Road Projects

Escambia County District 2 Commissioner Doug Underhill and Public Works Department staff held a community meeting last night at Lexington Terrace Community Center. Over 60 residents attended the meeting, focused on road improvements and projects in the Warrington area.

Below is a summary of the projects discussed:

Old Corry Field Road Bridge

  • County Project; Project Manager – Maurice Mortara (850) 595-3440
  • Old Corry Field Road has been temporarily repaired. The bridge design is to be completed May 2015.
  • Utility relocations complete March 2017 with bridge construction to begin March 2017 or shortly thereafter.
  • Estimated bridge replacement cost is $2.5M; Seeking funding through grant opportunities.

Navy Boulevard and Barrancas Avenue Intersection

  • FDOT Project; Project Manager – DJ Barber – District 3 Chipley Office (850) 330-1250
  • May 2015 letting date; August 2015 construction start date (245 days) with Spring 2016 construction completion
  • Additional westbound through lane to be installed with dedicated westbound right turn lane
  • Additional southbound through lane to be installed with option to merge left to continue south or turn right onto Washington Street.
  • Addition of bicycle lanes, pedestrian facilities and placement of new traffic signals, signs and pavement markings.
  • The two continuous northbound through lanes from Navy Blvd. onto Barrancas Ave. are remaining, however additional improvements are being provided on the south side of Barrancas Ave. to include 8 parking spaces (one of which is an accessible parking space for the disabled) in between the Checkers driveway and 1st Street and a Bus Bay on the north side of Barrancas Ave. just east of 1st Ave.
  • Estimated intersection improvements cost is $4.5M (Federal/State Funds)

County Road 292A (Sunset Avenue) Bridge Replacement and Decorative Lighting

  • FDOT Project; Point of Contact – Eric Benson – Milton Operations Center (850) 981-3000
  • March 2015 letting date; June/July 2015 start date with September 2016 construction completion
  • Full bridge replacement of existing CR292A Bridge
  • No temporary bridge to be installed; detour will be installed
  • CRA intends to fund decorative lighting
  • Estimated bridge replacement cost is $4.7M (Federal Funds)

Gulf Beach Highway Mast Arm Signals at Patton Drive and Sunset Avenue

  • County Project; Project Manager – David Forte (850) 595-3404
  • Design and permitting complete; May 2015 start date; Signals to be operational July 1, 2015 and substantial completion of work by July 16, 2015.
  • Installation of two new mast arm signals at intersections along Gulf Beach Highway at Sunset Ave. and Patton Drive
  • Minor roadway work, bicycle and pedestrian facility upgrades
  • Elimination of left turn from Winthrop onto Gulf Beach Hwy. as well as elimination of access at Elite Road from Sunset Ave.
  • Estimated construction cost is $660K (Local funds)

Navy Boulevard Access Management Beautification Project

  • County Project; Project Manager – David Forte (850) 595-3404
  • CRA Point of Contact is Max Rogers at (850) 595-3217
  • Corridor Vision Plan complete Summer 2013; Corridor Management Plan complete Fall 2013; Public Involvement Plan complete Winter 2014
  • Project Development & Environmental (PD&E) Study scheduled to begin Summer 2015; Design scheduled to begin Summer 2017
  • Access Management construction with bicycle and pedestrian facilities, on-street parking aisles, and landscaping (See below concept link)

  • Estimated corridor improvements cost is $10M (Local funds)

Navy Boulevard Pothole Repair Project

  • County Project; Project Manager – Shomari Rawls (850) 595-3404
  • Design complete; Finalizing FDOT permitting; Construction anticipated to begin Summer 2015
  • FDOT and County in discussions on reimbursement potential through an FDOT Joint Participation Agreement (JPA)
  • Work to include asphalt repair with minor drainage improvements
  • Estimated construction cost estimate is $200K (State reimbursement through JPA process)
