Jack Brown is the county administrator for Escambia County and has served as the chief administrative officer since June 2014. Brown’s responsibilities include implementing all decisions, policies, programs and motions made by the Escambia Board of County Commissioners, as well as recommending an annual county operating and capital improvement budget.
Matthew Coughlin serves as an assistant county administrator. In his role, he oversees Corrections, Facilities Management, Building Services and Public Safety. Before joining the county in July 2017, Coughlin served as the assistant director of the Pensacola International Airport and had a successful 24-year career as a Naval officer and aviator.
Amy Lovoy serves as an assistant county administrator. She has been with the county for nearly 20 years. Lovoy oversees the Office of Management and Budget Services, as well as the Office of Purchasing, Office of Risk Management, property sales, contract management and the Pensacola Bay Center.
