The Maxwell Street Drainage Improvements project originated from drainage issues at Caughey Arms Apartments on the south side of Maxwell Street. During rain events, runoff from the roadway flows to the driveway of the apartment complex and up to the front doors of the apartments. Over time, this flooding has caused erosion around the building due to the sloping grades leading to the property on Maxwell Street. Despite the owners' installation of a concrete gutter system on the east side of the property, the private improvements have been ineffective at adequately accommodating runoff from the roadway.
To mitigate this drainage issue, Escambia County made drainage improvements to route runoff on Maxwell Street to convey along the right of way and discharge onto the existing drainage system on West Jordan Street.
The conceptual recommended solution utilized the unopened right-of-way on North I Street that runs north and south to West Jordan Street. Other miscellaneous drainage improvements in the immediate area along Maxwell Street were evaluated with the engineer of record.
