The original project scope was to expand the existing Hogan Pond to increase its stormwater storage capacity. However, during the evaluation and planning process, unsuitable materials were identified within a potentially contaminated area. Due to the environmental and geotechnical constraints associated with this condition, expansion of the Hogan Pond was determined to be infeasible.

As an alternative to the proposed pond expansion, Escambia County is developing plans to improve the stormwater conveyance system by collecting and routing runoff from Muldoon Road to the existing Hogan Pond. The proposed improvements will utilize reinforced concrete pipe (RCP) to convey the stormwater runoff to the Hogan Pond.

The revised project scope will focus on the design and implementation of the proposed stormwater connection from Muldoon Road to the Hogan Pond, providing an alternative means of managing runoff while avoiding impacts associated with the unsuitable and potentially contaminated materials at the Hogan Pond expansion area.
