The Escambia County Board of County Commissioners has selected Andy Liess to serve as the Waste Services Director, overseeing the Waste Services Department. His selection was confirmed by the Board of County Commissioners during the March 25 BCC meeting.
With a background in waste and recycling operations and materials recovery facility management, Liess brings nearly two decades of industry experience to Escambia County. During his career, he has served as the Vice President of Business Operations for the South Region for Radius Recycling, Chief Operations Officer for Response Team 1, Senior Vice President-Gulf Region for Clean Harbors, and Area Vice President-Gulf Coast for Waste Management.
In his most recent role as Vice President of Business Operations for the South Region for Radius Recycling, he guided the region through transformation and focused on improving safety, growing the top line, and solidifying the organization’s financial performance. His efforts saw a 50% reduction in injury rates and expansive revenue growth with a 43% return on capital employed. Liess also reorganized the leadership team to minimize turnover and improve recruitment processes.
"As a 10-year resident of the area and a 17-year veteran of the waste and recycling industry, I am excited about the opportunity to join Escambia County,” Liess said. “I look forward to serving the people of the county in my new position as Director of the Waste Services Department."
As Waste Services Director, Liess will be responsible for overseeing all areas of Escambia County’s solid waste operations. Liess will also work alongside Escambia County leadership to develop strategic short- and long-term plans to ensure the growth and success of the Waste Services Department and solid waste operations. Additional responsibilities include ensuring the county’s solid waste operations remain compliant with state and federal requirements, preparing recommendations for the Board of County Commissioners that support departmental operations, and monitoring revenue and expenditures to ensure fiscal responsibility within the department.
Liess earned his Bachelor of Science in Management/Economics at the United States Coast Guard Academy in New London, Connecticut, and his master’s in business administration from College of William and Mary in Williamsburg, Virginia. From 1989-1996 he served as a United States Coast Guard Commissioned Officer.
“I’m excited to work with Andy on the future of the Waste Services Department,” County Administrator Wes Moreno said. “He brings a wealth of experience to the table which will be beneficial as we continue to grow our operations. I’m thrilled that he has accepted this role and I look forward to working with him.”
