FEMA Public Notice for McElhaney Road Culvert Repairs

The Federal Emergency Management Agency (FEMA) has received the subgrant application Escambia County McElhaney Road culvert repairs due to damages in Hurricane Sally (DR-4564-FL PW 00525). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published October 21, 2020 for Hurricane Sally. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Applicant: Escambia County

Project Title(s): PA-04-FL-4564-PW-00525 PN 172092; ECM - Culvert Pipe Failure/ Sinkhole

Location of Proposed Work: Site 1 (30.99553, -87.45255) and Site 2 (30.98809, - 87.44670), Century, Florida

Floodplain: Site 1 is located in Zone A, otherwise known as the area of 100-year flooding and site 2 is mapped in an unshaded X Zone (site has experienced flooding in the past) per Escambia County FIRM Panel #: 12033C0030G dated 09/29/2006.

Proposed Work and Purpose: The county replaced the culverts in site 1 and 2 according to codes and standards to mitigate future damages to the road. The repairs to the culvert in site 1 included: installing concrete endwalls and replacing the three (3) black corrugated plastic culverts (40 ft long x 48in diameter) with two (2) steel reinforced concrete box culverts (49ft x 9ft x 4ft). The repairs to the culvert in site 2 included: installing concrete endwalls and replacing three (3) black corrugated plastic culverts (60ft long x 48in diameter) and one (1) black corrugated plastic culvert (60ft long by 36in) with four (4) reinforced concrete culverts (66ft long x 48in diameter). Riprap was replaced and road was repaired at both sites. The culvert design was approved by a licensed engineer.

Project Alternatives: The alternative that has been considered is the no action alternative. This alternative is not feasible as the community would no longer be able to use the two sections of McElhaney Road. This would limit transportation in this portion of the county. Alternate locations were not considered as the culverts are dependent on their locations within the McElhaney Road right-of-way. The project will preserve the ability of the floodplain to perform its beneficial functions.
