FEMA Public Notice for Front Street Storm Water Drainage

The Federal Emergency Management Agency (FEMA) has received the subgrant application for Escambia County Front Street Storm Water Drainage repairs due to damages in Hurricane Sally (DR-4564-FL PW 00521). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published October 21, 2020, for Hurricane Sally. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Project Title(s): PA-04-FL-4564-PW-00521 PN 178331; Front Street Drainage

Location of Proposed Work: The drainage system runs beneath Front Street starting from 30.96818, -87.25739 turning northeast in a straight line under Jefferson Avenue passing through 30.968082; -87.256409 then turning northwest in a straight line parallel to the western edge of Church Street to 30.968856, -87.256491 then turning northeast to end at 30.969468, -87.255662 in Century, Escambia County, Florida.

Floodplain: The portion of the drainage system along Front Street, along Jefferson Avenue and along Church Street is located in an unshaded X zone. The portion of the drainage system east of Church Street is located in a shaded X Zone and Zone AE, otherwise known as the area of 100-year flooding, per Escambia County FIRM Panel #: 12033C0085J dated 01/27/2017. 

Proposed Work and Purpose: Escambia County repaired the drainage system beginning at a curb inlet located on Front Street to an outfall east of Church Street. During project activities the county relocated a portion of a drainage system off private property between Front Street and Church Street into the road right-of-way as required by the Town of Century’s codes and standards. The segment east of Church Street was repaired in its original location and within the same footprint. The entire drainage system was replaced with concrete pipe per Escambia County codes and standards.

Project Alternatives: The alternative that has been considered is the no action alternative. This alternative is not feasible as the community would no longer have a system in place to adequately drain the area during heavy rain and would cause flooding. Alternate locations were not considered as the drainage system is dependent on its location.
