
The Escambia County Board of County Commissioners is pleased to announce Andrew Tutten, Network Coordinator in the Information Technology department, as the 2022 Employee of the Year. The board confirmed Andrew’s selection at the Jan. 5 BCC meeting. He was awarded Employee of the Month in August 2022.
Andrew began his career with Escambia County on Feb. 25, 2020. In his role as Network Coordinator, he is responsible for designing, installing and troubleshooting network systems to meet the functional objectives of the Escambia BCC. This includes monitoring all network routers, switches, firewalls and wireless access points that securely connect employees to their files and applications to the internet. Andrew is also responsible for implementing and maintaining network management software, researching, analyzing, and implementing software patches or hardware changes to resolve any network deficiencies. Andrew also oversees change management and architectural documentation for the network within the IT department.
In addition, he is a vital member of the cybersecurity team, continually reinforcing security posture by locking down the network and immediately patching vulnerable systems when needed. As part of his role on the cybersecurity team, Andrew serves as the Local Agency Security Officer for the BCC. Currently, he manages the Criminal Justice Information Systems’ technical audit by the Florida Department of Law Enforcement for the Escambia County jail.
Most notably, Andrew led a project to update the BCC's data network infrastructure, requiring him to re-engineer each county-operated facility. As part of the project, Andrew and his team installed public Wi-Fi in 40 county parks and community centers, including the addition of Palo Alto's firewall management platform, Panorama. These changes allow IT to manage over 50 firewalls across Escambia County. Andrew was responsible for the operation of the networking system for the SEC Soccer Tournament at Ashton Brosnaham Park in the fall of 2022 and recently assisted the State Attorney’s Office in configuring their network to FDLE.
Andrew holds certifications in Cisco CCNA, Juniper JNCSA and CompTIA Security+. In 2022, he received his Palo Alto Networks Certified Network Security Administrator certification and graduated from Florida’s Certified Public Manager Program.
“Andrew has built a great relationship with his department and is able to assist them in various projects,” said Scott MacDonald, Escambia County Interim IT Director. “He never opposes to working after hours to make network changes and is always searching for solutions to improve and protect our security posture. This acknowledgement is just one of many demonstrating that Andrew is an invaluable asset to our IT department and the citizens of Escambia County.”
