Escambia County Welcomes Rodriques Kimbrough as New ECAT Director

Escambia County is pleased to welcome Rodriques Kimbrough as the new Mass Transit Director for Escambia County Area Transit (ECAT). The board voted unanimously to confirm this promotion during the March 3 BCC meeting.

Kimbrough is an accomplished professional with a proven track record of success. He served in the United States Army for 20 years, providing technical expertise and leadership between civilian and military communities locally and globally while deployed overseas to more than 15 countries. He served 56 months in combat zones and has received numerous awards and recognition including the Bronze Star, Meritorious Service Medal, Humanitarian Service Medal and many more.

After serving his country, he returned home to Escambia County. Kimbrough found a passion for serving his community and identified the need for intergovernmental transit solutions due to the rapid growth in Northwest Florida, which led him to join the Emerald Coast Regional Council. In April 2020, he joined ECAT as the Mass Transit Deputy Director. At ECAT, he was instrumental in building the partnership with the Florida Commission for the Transportation Disadvantage, where he launched innovative transportation solutions to improve mobility and provide greater access to the urban areas of Escambia County. Kimbrough also boosted workflow productivity by 20% by creating successful organizational design, change management and implementing a new recruitment strategy. He has served as the Interim Mass Transit Director since November 2021.

“I’m thrilled to continue the work we’ve been doing at ECAT,” says Kimbrough. “The support of the board, county administration and the staff at ECAT have been a blessing. I look forward to a bright future in mass transit as we continue to drive towards excellence.”

As Mass Transit Director, one of Kimbrough’s goals is to develop and promote a “yes we can” culture across the organization so employees can feel safe and empowered to deliver creative solutions to enhance the level of customer service provided to ECAT ridership. He is focused on offering innovative, customer-centric solutions and incorporating new methods of technology to better serve customers.

Kimbrough received a Bachelor of Science in Project Management from Colorado Technical University in 2012 and an MBA in Human Resource Management from Liberty University in 2015. He is a certified six sigma black belt from the International Six Sigma Institute as well as a project management professional. He holds many United States Army and other military certifications from his service to the country. When not at work or with family Rodriques has a passion for Escambia County and the youth of the area. Rodriques currently assists the Pine Forest football team as the wide receiver’s coach.
