FEMA Final Public Notice for Beulah Landfill Project

Escambia County has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through the Florida Department of Emergency Management (FDEM) as a sub-recipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone: This project is for the repair of concrete armored spillway and erosion/scour and sedimentation repairs. The repairs are located in a Zone AE and Floodway (1% annual chance flood elevation) Special Flood Hazard Area (SFHA). Confirmation of location in an SFHA was determined by Escambia County Insurance Rate Map, Panel Number: 12033C0290G, dated 9/29/2006. The work is located within wetlands (Freshwater Ponds) as mapped by the National Wetlands Inventory. The proposed work conforms to all applicable State of Florida and local floodplain regulations. The proposed work has the potential to be affected by the location in an SFHA.

Proposed Work and Purpose: Escambia County is requesting funds to remove and replace the tied concrete block armored spillway at the Overflow Spillway location. At the Pond scoured surface will be replaced. Silt will be removed at the Concrete Spillway & Underdrain. Sedimentation will be removed through dredging at North and South Ponds. Down Chutes will have erosion and scour repaired. Work is to be completed and aims to bring these sites back to the previous condition before Hurricane Sally and reduce further damage resulting from damaged facilities and excess erosion and scour.

Project Alternatives: 

Alternative #1 (no action alternative): If no action is taken to repair these locations further erosion and sedimentation could cause further damage to the facility and impair the facility’s ability to properly manage water on the property.

This will serve as the final public notice regarding the above-described actions funded by the FEMA PA Program. Please remove after 15 days after posting.
