The Federal Emergency Management Agency (FEMA) has received the subgrant application for Escambia County’s River Road Culvert and Walking Path repairs and new construction due to damages by Hurricane Sally (DR-4564-FL PW 00514). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.
An initial disaster-wide Public Notice was published Oct. 21, 2020 for Hurricane Sally. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Floodplain: Project is located in the A0 Zone, otherwise known as the area of 1% annual chance for flooding up to the base flood elevation, per Escambia County FIRM Panels # 01003C0987M dated 04/18/2019.
Proposed Work and Purpose: Escambia County is proposing to improve the River Road culvert and pedestrian bridge. Improvements include removing three concrete pipes (37.5ft x 29in x 45in) and upgrading to two box culverts (7ft x 4ft); upgrading concrete bag headwalls with a cast in place concrete headwall; removing wooden pedestrian bridge (57ft x 10ft) and upgrading with 47 SY of asphalt.
Project Alternatives: FEMA considered the no-action alternative, as is required by Title 44 Code of Federal Regulations Part 9.9 and found that the no-action alternative is not feasible as the culvert and pedestrian bridge are functionally dependent and would likely have adverse impacts on the social and economic wellbeing of the community. In addition, alternate locations were not considered as, the culvert provides ingress and egress of a road system and the pedestrian bridge allows recreational opportunities to the community.
