FEMA Awards County Hazard Mitigation Grant Funding

Escambia County has been awarded a FEMA Hazard Mitigation Grant Program grant for the Delano Street Area Drainage Project to reduce the loss of life and property due to natural disasters. The grant totals more than $2.3 million and will implement long-term hazard mitigation measures to reduce flooding in the Delano Street area. HMGP projects are typically phased to allow an engineering study, construction plans preparation, permitting, bidding and construction management services.

Delano Street Area Drainage Project

The goal of this mitigation project is to improve drainage for the Delano Street area. The original Delano Street drainage area was bound by Fairfield Drive, Pace Boulevard, Massachusetts Avenue, and W Street. The project area was expanded due to flooding from the June 2012 and April 2014 storm events, to include consideration of down-gradient areas of the L Street Pond, Leonard Street, M Street just South of St. Mary Avenue, the L Street drainage system from Herman Street to Leonard Street, a portion of Fairfield Drive and Pace Boulevard’s drainage system within the contributing drainage basin, Herman Street from Pace Boulevard to Palafox Street, and an old pit/pond on Herman Street.

This HMGP grant agreement provides for reimbursement funding of $2,248,533 for Phase 1, which includes the design and initial property acquisition negotiation and $33,582 for pre-award costs for a total of $2,282,115. After the design, environmental permitting and all deliverables are submitted to FDEM-FEMA for review. Phase 2, or the final property acquisition and construction, will be funded by agreement amendment. Phase 2 is currently estimated at $5,266,956. Phase I deliverables are due to FDEM by Aug. 31, 2017. FEMA final approval for Phase 2 construction to proceed is estimated to be no earlier than Spring 2018.

This mitigation project would modify existing stormwater facilities and acquire new pond sites to better manage stormwater and increase pond and infrastructure efficiencies and capacities. The grant requires the completed project to provide protection against a 50-year storm event and significantly reduce the number of structures and infrastructure experiencing repetitive flooding. Many of these structures will be entirely protected from future flood events, eliminating future flood damage. 

Drainage improvements for this project will address flooding of multiple properties in the area. Installation of a pond at the former Escambia County Sheriff’s Central Booking & Detention Facility (after demolition) is proposed in the grant. Flood protection for the Waterfront Rescue Mission on Herman Street, the former Escambia County Employee Credit Union building, Workforce Esca-Rosa Career Center, Escambia County Central Office Complex, Escambia County Area Transit and the Escambia County Sheriff Office Complex, are several focus areas where the goal is to reduce flooding impacts. This project will improve access to the new jail site by reducing public roadway flooding of surrounding roadways.
